The Community Improvements Planning Study
The main objective of the Community Improvements Planning study is to develop, based on community consensus, an integral community-wide improvement plan. The six-month, three-phase study uses a holistic approach to gather information and give direction for future design of a scope of services.  Project approval and decisions whether to implement are based on property ownership, or use. Public lands fiscal and decision-making responsibility lies with the Pelican Bay Services Division Board or County. On private lands, the Pelican Bay Foundation Strategic Planning Committee is responsible. Responsibility for some projects will be based on land use and fiscal and decisions made to implement projects will be made together by both entities.  Before any money is spent or decisions made, there will be extensive community communication and discussion regarding priorities, costs, and benefits.  The final Community Improvements Planning study recommendations will be the result of community consensus.  The study is a planning activity only; implementation of recommendations are not included.  An Inter-local Agreement for Management Services between Pelican Bay Services Division & Pelican Bay Foundation authorizes the Services Division to work with the Foundation and Wilson Miller reducing duplicity of services, project redo and wasteful spending.  Additional project objectives include:
•  Enhance quality of lifestyle elements
•  Increase safety and security
•  Project prioritization based on importance and supporting budget
•  Maintain strong ties with the natural environment
•  Introduce best management practices for sustainability where possible
•  Create & maintain strong community ties with residents, commercial interests, County, & neighboring  communities
•  Address life cycle improvement costs to insure benefits to present and future residents
